IS there a syndicate operating in the Philippine Charity Sweepstakes Office?

The answer to this question is being sought by the Manila Police  District- General Assignment Section, after a security officer of the PCSO arrested a man accused of facilitating solicitation papers in exchange for a 40 percent commission of the total amount which will be given by the PCSO.

SPO1 James Poso of the MPD-GAS identified the suspect as Bienvenido Artano, 34, of Quezon City. The investigation was based on a complaint by a woman, who asked not to be identified, who recently sought financial assistance from the PCSO.

The complainant told probers that Artano loiters on the PCSO premises scouting for prospective clients, specifically those seeking financial help for hospital expenses.

Artano would reportedly refer his “client” and all the pertinent papers to one Genesis Madrid, said to be a PCSO social worker who will allegedly secure a “hospital guarantee” of P100,000 from the agency within a day.  Normally, PCSO issues only P75,000 financial assistance to beneficiaries after a one or more weeks of processing.

The police said Artano asked the victim that 40 percent of the amount to be approved by the PCSO be given to him and if the “client” refuses, the release of the assistance will take long and the letter of guarantee will be disregarded.    Itchie G. Cabayan
