THE Philippine National Police Firearms and Explosives Office yesterday clarified issues raised over its strict enforcement of regulations governing the issuance of Permit To Carry Firearms Outside of Residence (PTCFOR) and Permit To Transport (PTT) to licensed gun holders in the country.

The clarification comes in the wake of findings that some licensed gun holders specifically gun club members  are wantonly violating the law particularly the use of PTTs which enable them to carry their firearms including machine pistols and automatic rifles even in the absence of required PTCFORs.

The PNP has barred the issuance of PTCFORs to these high-powered weapons since 2010.

PNP-FEO director  Chief Supt. Raul D. Petrasanta said all PTCFORs issued by PNP chief Director General Nicanor A. Bartolome remain valid until January 12 next year. However, on January 13, all PCTFORs will be temporarily suspended until June as the PNP will impose a six-month nationwide gun ban as part of its effort to have a secured and fair election.

Petrasanta and PNP-FEO enforcement management division chief  Senior Supt. Melchor V. Reyes clarified misconceptions that PTCFORs issued by Gen. Bartolome can not be used anymore in firing ranges. The two officials explained that since the PTCFOR states that the gun holder is only allowed to carry 50 rounds of ammunition, shooters who will bring more than 50 bullets in the target range must get a PTT as it is required by a PNP memorandum circular.

“There is really nothing new here. This is an old circular which we are now implementing to the hilt,” said Reyes.

Petrasanta and Reyes maintained that violation of any of the conditions/restrictions stated in the PTCFOR and PTT will nullify or invalidate the permit.

“We are just enforcing the firearms’ law which, sad to say, has not been fully implemented in the past. There is really a relaxed implementation of the gun laws although the law states that the licensed gun holder shall be charged for infringement of the law if evidence warrants,” Reyes maintained.
