CAVITE Gov. Jonvic Remulla continued to forcibly bend the law when he tried to make Homer Saquilayan sit as mayor yesterday despite the pending motion for reconsideration of Imus, Cavite Mayor Emmanuel Maliksi.
Tension sparked yesterday at the Imus municipal hall when Remulla tried to serve Maliksi a writ of execution from the Commission on Elections.
Saquilayan was made to take his oath of office as mayor under a tree inside the church premises by Remulla, Board Member Jolo Revilla and Atty. Ferdinand Topacio.
Although the municipal hall was heavily guarded by the police and local citizens, Remulla’s camp managed to enter by jumping over the fence and passing through a window of a building on the first floor. They managed to post the writ of the execution on the door of the Office of the Mayor on the third floor.
From the Cavite Provincial Office where Remulla and Revilla gave Provincial Director PSSupt. Alexander de Guzman Rafael a copy of the writ of execution, the group proceeded to the city hall, while Saquilayan waited at the church premises.
PD Rafael said that Remulla shouldn’t have entered through the window. Instead, he should have waited for an order of police assistance from Crame.
The third paragraph of the writ of execution reads: “Wherefore you are hereby directed to immediately implement this writ of execution , with the assistance of Provincial Local Government Operations Officer, Department of the Interior and Local Government (DILG) but in a statement issued by Maliksi’s allies, no DILG official accompanied the governor and he himself posted the order at the door.
Maliksi stood firm on remaining in office as long as there is no order for him to vacate from the Regional Trial Court of Cavite and Department of the Interior and Local Government (DILG).
In a press conference, Maliksi condemned the forcible entry into the city hall gate of Remulla and his supporters just to accompany a Comelec representative to serve the order.
Maliksi also accused the Remulla camp of destroying things inside the city hall just to reach his office.
“Pinwersa at tinulak ‘yung mga supporters po naming, sa kanilang kagustuhang makapasok, sinira ‘yung gate, sinira ang pintuan at ‘yung mga supporters na kasama niya, ‘yung mga nadaanan na kagamitan, sinira rin. So ang tanong, trabaho ba talaga ng isang gobernador na mag-serve ng writ of execution? Nakakapagtaka na ang isang gobernador na dapat nagsisilbing ehemplo, siya pa mismo ang nanggugulo,” said Maliksi.
